Evaluation of the Labour Offices through their Outputs

The objective of this tender was to develop a proposal for a plan how to create a system which would enable the labour offices to control and direct their activities through their outputs and implementation of this system in the City of Prague and in other regions. Implementation of this system will contribute to the enhancement of effectivity in the 77 labour offices in the Czech Republic.

The final study has three parts. First part is engaged in categorization of the territory where the labour offices react. Second part is dedicated to selection of the convenient indicators for evaluation of the labour offices as an institution and for evaluation of the labour offices´ directors as managers. On the basis of the results of analytical part of the study, proposals for evaluation of the labour offices through their outputs were developed. The output was turned over to MoLSA for further use.

Evaluation of the Employment Services Provided for People in the Age Group 50+

This tender was aimed at evaluation of the public employment services provided for people in the age of 50+. On the basis of experience from the Czech Republic and from other EU-countries the Employment Section developed proposals for an improvement of the Czech employment services.

The study describes the level of employment and unemployment of people in the age of 50+ in the City of Prague and in two other regions, AEP interventions focused on people in the age of 50+ and foreign experience of the employment services in Germany, Austria and Slovak Republic. On the basis of the results of the analytical part of the study, proposals for improvement of the employment services were developed.

The output was turned over to MoLSA for further use.

Web Portal of Good Practices for Public Employment Services Members

The objective of this tender was to create a well-arranged and user friendly space destined for compilation of the good practices and other inspirational information, for their systematic selection and for their offering to the public employment services members. Created space will also offer an exchange of the experience and mutual discussions of the prospective users.

The outputs of this tender are: Web Portal of Good Practices - Recommendation for Portal´s Technical Processing, Methodology for Regular Portal´s Content Upgrade and Summary Report.

The outputs were turned over to MoLSA for further use.


Analysis of specific features of the labour market and Employment Services in the City of Prague (2008)

In autumn 2008, the Employment Section developed an analysis of specific features of the labour market and Employment Services in the City of Prague. This analysis was realized for the Ministry of Labour and Social Affairs as a subcontract of the tender "Analysis of the labour market, elaboration of the methodology and training".

The analysis has two parts. First part contains the results of analysis of Employment Services in the City of Prague in the view of specific needs of the local labour market and has three chapters. First chapter includes analysis of the labour market in the City of Prague, analysis of structure of job seekers in the City of Prague, analysis of structure of employers´ demands for workers in the City of Prague and comparisons of organisation of Employment Services in the City of Prague and in selected metropolises. Second chapter is aimed for the use of AEP instruments and possibilities of evaluation of their effectiveness in the City of Prague. Third chapter contains analysis of cooperation of various organisations influencing the labour market in the City of Prague with Labour Office in the City of Prague.

Second part of analysis contains proposals for improvement of Employment Services in the City of Prague.

The output was turned over to MoLSA for further use.

Labour Market Institute - Support System for Employment Services (2006 - 2008)

This systemic project was realized in the framework of the Operational Programme Human Resources Development, measure 1.2 "Modernisation of Public Employment Services". The project was co-funded from the European Social Fund and the state budget of the Czech Republic and was implemented by the Labour Market Department of the Employment Services Administration at the MoLSA of the Czech Republic in cooperation with National Training Fund, 26 Labour Offices in 5 pilot regions and Economic Chamber of the Czech Republic.

The main objective of the project was to improve the quality and efficiency of public employment services so as to bring them into line with European standards, and ensure that they are able to fulfil the Lisbon objectives within the European Employment Strategy.

The NTF as a project partner was involved in project preparation, particularly as regards the key activities concerned with the overall policy and strategy of Public Employment Services. This included an analysis of the current state of affairs both in relation to citizens seeking and changing jobs, and in relation to employers and their needs.

The project consisted of fourteen key activities, a half of them were guaranteed and managed by the NTF. The Employment Section was responsible for the largest portion:

  • Key Activity 1 - Analysis of the Existing Structure of Employment Services and Their Organisations Involved in These Services
  • Key Activity 3 - Evaluation of Effectiveness of the Use of Various Instruments of Active Employment Policy and Possibilities for Linking National Active Employment Policy Programmes with OP HRD Programmes
  • Key Activity 4 - Proposal for an Optimal Model of Employment Services Working on the Basis of Division of Activities and Effective Co-operation between Labour Offices and Co-operating Organisations
  • Key Activity 11 - Providing for Vocational Training of Labour Market Institute Staff at all Levels
  • Key Activity 12 - Administration and Organisation of the Project on Behalf of the NTF as a Partner

In the framework of this project the Employment Section developed over 20 reports, studies and analyses focused on employment services in the Czech Republic (i.e. the Report on Studies, Reports and Analyses concerned with the Structure of Employment Services in the Czech Republic, Existing Proposals for Improvement of Employment Services, Survey into Evaluation of Co-operation with Labour Offices from the Perspective of various Public and Private Sector Bodies, Legislative Aspects of Co-operation between Labour Offices and Other Organisations, Characteristics of Active Employment Policy Instruments in the Czech Republic, Statistical Reports on the Scope of Use of AEP Instruments in the Czech Republic 2005 - 2006, Evaluation of the Effectiveness of Selected AEP Instruments in the Czech Republic, Evaluation of the Scope of the Use and Effectiveness of Selected New AEP Instruments in the Czech Republic, Proposal for Improvement of Employment Services). All outputs were turned over to MoLSA for further use.

Central Information System in Public Employment Services (2008 - 2010)

This project is realized in the framework of Leonardo da Vinci programme and is aimed at increasing the quality and availability of activities offered by employment services in the field of information systems. The project will help to create a new Central Information System (CIS) in the Czech Republic. This system will be capable of accumulating large quantity of information. Further, it will be connected with all relevant subjects on the labour market, including the employer sphere. CIS will improve the overall efficiency of employment services.

The purpose of this project is to collect information about the EU - information systems used for public services and to find possibilities for future interconnection and cooperation between those information systems. This would be a very useful improvement for today´s open European labour markets.

Participants of this project are experts from the regional Labour Offices, from the field of computer science, from the social benefit departments, from the employment department by National Training Fund and from Ministry of Labour and Social Affairs. The project will be realized id 11 EU-countries for 77 participants. The duration of the project is from September 2008 until January 2010.

New possibilities for more effective cooperation between PES and SMEs (2009 - 2010)

This mobility project is focused on qualitative change of the mutual cooperation between Public Employment Services (PES) and the business sphere. The aim of the project is to acquire comprehensive file of information about various innovative possibilities in cooperation between PES and Small and Middle Enterprises (SMEs) which will contribute the efficiency of cooperation between mentioned subjects. Project is implemented in the frame of Leonardo da Vinci programme.
